Ending School-Related Gender-Based Violence (SRGBV) is one of UNGEI’s key priorities. SRGBV devastates the lives of millions globally. For students, it affects their ability to get to and from school, to learn effectively while in school, and to remain there long enough to reap the benefits. Girls are particularly vulnerable to SRGBV, the consequences of which can jeopardize health, lead to unwanted pregnancy, and keep whole families entrapped in the cycle of poverty. As co-convener of the Global Working Group to End SRGBV, UNGEI has long been at the forefront of efforts to eradicate this violation of human rights.

Purpose of Activity/Assignment:

The purpose of this consultancy is to conduct a situational analysis of the existing systems for prevention and response to SRGBV in Mozambique. This work will contribute to a larger piece of work to develop context specific training modules for district education staff, gender officers and other relevant staff in the Ministry of Education in Mozambique.

The ideal candidate will be a dynamic self-starter with demonstrable experience of conducting research in low- and middle-income contexts, particularly with diverse actors including ministry of education officials, staff and teachers. (S)he will be technically competent in gender and development issues, with knowledge of national education systems. S/he will have strong project management skills and who is passionate about and committed to gender equality and feminist principles. Fluency in English and Portuguese is required. (S)he should have proven ability to work efficiently in a fast-paced work environment, both independently and as part of a team. Experience of working with external agencies and across time zones would be beneficial.

How can you make a difference?

In collaboration with the UNGEI Secretariat team, the consultant is expected to:

Produce an inception report outlining methodology for the situational analysis

  • In consultation with the UNGEI secretariat, develop timelines for in-country visit and interviews
  • Conduct a desk review of violence in schools related laws, policies and programmes in Mozambique

Conduct in-country mapping with key stakeholders in Mozambique

  • Conduct a stakeholder analysis of key actors involved in gender, girls’ education and violence against children, including ministry of education staff, officials and teachers, who are most relevant and influential
  • Hold interviews and document existing strategies and programmes that address GBV/VAC in and through schools
  • Analyze and document key strategies and opportunities that can be strengthened to integrate GBV response and prevention in the education system in Mozambique

Produce a final report (no longer than 20 pages)

  • Include findings from stakeholder analysis and desk review of policies and programmes
  • Describe and provide recommendations on existing strategies and opportunities that can be strengthened to integrate GBV response and prevention in the education system in Mozambique

Deliverable/outputs: Situational analysis of strategies and opportunities to strengthen GBV prevention and response in and through education in Mozambique

To qualify as an advocate for every child you will have…

  • Masters or PhD candidate in any social sciences related field, with focus on gender and development, or education
  • Demonstrated knowledge of and experience in work on gender-based violence
  • 3-5 years of demonstrated experience in conducting research in low- and middle-income settings
  • Skills and experience in conducting interviews with a wide range of stakeholders including ministry of education officials and staff
  • Excellent communications skills (verbal and written) and ability to synthesize large amounts of information
  • Fluency in English and Portuguese required
  • Country experience in Mozambique considered an asset
  • Ability to be flexible, responding to feedback and working under pressure and to tight deadlines

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
